MSDS hospital licensing in Khyber Pakhtunkhwa: Category 1, 2A and 2B
Every private hospital in Khyber Pakhtunkhwa needs a licence from the Khyber Pakhtunkhwa Health Care Commission (HCC KP). To get it, the hospital must implement the Minimum Service Delivery Standards (MSDS) for its bed category and pass HCC KP assessment. NORTH is an MSDS consultant that takes hospitals through that process, indicator by indicator.
Which MSDS manual applies to your hospital?
HCC KP sorts hospitals by bed count. Each category has its own manual and its own indicator numbering, so an indicator number in one manual does not mean the same thing in another.
| Category | Beds | Indicators | Official manual |
|---|---|---|---|
| Category 1 | 50 and above | 168 | MSDS for Hospitals 50 & above beds (Ed. 1, Rev. 1) |
| Category 2A | 31 to 49 | 152 | MSDS for Hospitals 31–49 beds |
| Category 2B | Up to 30 | 122 | MSDS for Hospitals up to 30 beds |
Send us your hospital's registered bed count and we confirm the category before any work starts.
What HCC KP assesses in a hospital
The hospital MSDS cover the whole organisation, not only the wards. The documentation and evidence we build is organised by these functional areas:
- Responsibilities of management (ROM)
- Facility management and safety (FMS), including fire safety
- Human resource management (HRM)
- Information management system (IMS)
- Continuous quality improvement (CQI)
- Access, assessment and continuity of care (AAC)
- Care of patients (COP)
- Management of medication (MOM)
- Patient rights and education (PRE)
- Hospital infection control (HIC)
How we take a hospital to its HCC KP licence
- Assess. Every standard and indicator in your manual scored against the official Assessment Scoring Matrix, with a gap list and a prioritised CAPA plan.
- Build. Policies, SOPs, forms, logs and registers written for your facility, numbered to your indicators, in English and native Urdu where patients need it.
- Train. Committees formed, agendas and minutes kept, staff trained with calendars, attendance and pre/post tests on file.
- Rehearse. A full mock survey, staff interview drills and our team beside yours on survey day.
- Sustain. Internal audits, refresher training, CAPA closure and formal replies to any HCC KP notice.
