HCC KP provisional licence: the 90-day MSDS implementation period
After HCC KP's Minimum Service Delivery Standards (MSDS) training, the Khyber Pakhtunkhwa Health Care Commission issues a 90-day provisional licence. Those 90 days decide the outcome. This guide explains what has to happen and where NORTH comes in.
The scale is large. KP HCC's annual report for July 2025 – June 2026 states that 569 healthcare establishments were issued provisional licences after completing training (TNN report). Every one of them now has to implement the MSDS.

A practical 90-day plan
Days 1–15: know your gaps
Confirm the correct manual, score every indicator, and turn the gaps into a CAPA plan with owners and dates.
Days 16–60: build and implement
Write the policies, SOPs, forms and registers; form the committees; start the records HCC KP will ask to see; train staff on what each document means for their daily work.
Days 61–90: rehearse
Run a full mock survey, close the findings, drill staff interviews, and assemble the evidence file indicator by indicator.
